Digital Sovereignty: a second chance for european telcos?


For the past fifteen years, European telecom operators have watched a significant share of digital value migrate towards cloud platforms and hyperscalers. With AI, a new battle is beginning. And paradoxically, digital sovereignty could give telcos an opportunity to move back to the centre of the game.

According to IDC, the issue has fundamentally changed. It is no longer simply about where data is stored. Sovereignty now encompasses data, operations, infrastructure, software and AI. Across EMEA, IDC sees governments and enterprises increasingly considering sovereignty when selecting infrastructure and network partners.

This reflects an important definition developed in Germany: sovereignty does not necessarily mean producing everything locally. It means having the ability to decide which dependencies to accept, control or avoid.

-> From data sovereignty to full-stack sovereignty

For telecom operators, three layers are emerging. The first is data: where it is stored and processed, which jurisdiction applies to it, who can access it — but also which networks carry it.

The second is operations. Can an organisation continue operating if a critical technology provider suddenly becomes unavailable? This is turning sovereignty into a resilience issue rather than simply a compliance requirement. The third layer is technology itself: cloud platforms, network software, telecom equipment, processors, GPUs and increasingly AI models.

This is where sovereignty becomes an industrial strategy.

-> Telcos have assets hyperscalers do not

European operators already control a unique combination of assets: networks + spectrum + fibre + edge infrastructure + data centres + cybersecurity + relationships with enterprises and governments.

Europe is beginning to connect these pieces. In February 2026, Deutsche Telekom, Orange, Telefónica, TIM and Vodafone demonstrated the European Edge Continuum, designed to federate operators’ edge infrastructures across Europe.

At the same time, the EU-backed EURO-3C initiative is building a federated Telco-Edge-Cloud infrastructure. The European Commission’s Cloud and AI strategy is pushing the same logic further, connecting cloud capacity, AI infrastructure and sovereignty requirements.

The opportunity for telcos is therefore not necessarily to build another AWS. It is to create a European infrastructure layer combining: connectivity + edge + cloud + cybersecurity + AI + sovereign governance.

-> Asia offers an interesting signal

Asia is already moving in this direction. In South Korea, SK Telecom has been developing a Sovereign AI strategy combining AI infrastructure, models and services. The operator’s ambition goes beyond providing connectivity to AI companies: it wants to participate directly in the AI value chain.

This is an important signal for European operators. Tomorrow’s telco could be more than a connectivity provider. It could become a sovereign digital infrastructure operator.

-> Sovereignty does not mean technological autarky

Europe will not suddenly replace every American GPU, Asian semiconductor or foreign software platform. But it can build architectures where these dependencies are identified, controlled, diversified and, critically, replaceable.

That changes the definition of sovereignty.

Sovereignty becomes an architecture of resilience.

And this is precisely where telecom operators could regain strategic relevance. After being largely pushed down the value chain during the cloud revolution, European telcos may now have a second opportunity with AI, edge computing and sovereign infrastructure. But there is one condition: this time, they cannot allow all the value to migrate to the layer above the network.
