With AI, a new battle is beginning. And paradoxically, <strong>digital sovereignty could give telcos an opportunity to move back to the centre of the game.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to IDC, the issue has fundamentally changed. It is no longer simply about where data is stored. Sovereignty now encompasses <strong>data, operations, infrastructure, software and AI<\/strong>. Across EMEA, IDC sees governments and enterprises increasingly considering sovereignty when selecting infrastructure and network partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This reflects an important definition developed in Germany: sovereignty does not necessarily mean producing everything locally. It means having the ability to decide <strong>which dependencies to accept, control or avoid<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">-> <strong>From data sovereignty to full-stack sovereignty<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">For telecom operators, three layers are emerging. The first is <strong>data<\/strong>: where it is stored and processed, which jurisdiction applies to it, who can access it \u2014 but also which networks carry it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second is <strong>operations<\/strong>. Can an organisation continue operating if a critical technology provider suddenly becomes unavailable? This is turning sovereignty into a resilience issue rather than simply a compliance requirement. The third layer is <strong>technology itself<\/strong>: cloud platforms, network software, telecom equipment, processors, GPUs and increasingly AI models.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where sovereignty becomes an industrial strategy.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">-> <strong>Telcos have assets hyperscalers do not<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">European operators already control a unique combination of assets: <strong>networks + spectrum + fibre + edge infrastructure + data centres + cybersecurity + relationships with enterprises and governments.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe is beginning to connect these pieces. In February 2026, Deutsche Telekom, Orange, Telef\u00f3nica, TIM and Vodafone demonstrated the <strong>European Edge Continuum<\/strong>, designed to federate operators&rsquo; edge infrastructures across Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the EU-backed <strong>EURO-3C<\/strong> initiative is building a federated Telco-Edge-Cloud infrastructure. The European Commission&rsquo;s Cloud and AI strategy is pushing the same logic further, connecting cloud capacity, AI infrastructure and sovereignty requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opportunity for telcos is therefore not necessarily to build another AWS. It is to create a European infrastructure layer combining: <strong>connectivity + edge + cloud + cybersecurity + AI + sovereign governance.<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">-> <strong>Asia offers an interesting signal<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Asia is already moving in this direction. In South Korea, SK Telecom has been developing a <strong>Sovereign AI<\/strong> strategy combining AI infrastructure, models and services. The operator&rsquo;s ambition goes beyond providing connectivity to AI companies: it wants to participate directly in the AI value chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an important signal for European operators. Tomorrow&rsquo;s telco could be more than a connectivity provider. It could become a <strong>sovereign digital infrastructure operator<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">-> <strong>Sovereignty does not mean technological autarky<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Europe will not suddenly replace every American GPU, Asian semiconductor or foreign software platform. But it can build architectures where these dependencies are <strong>identified, controlled, diversified and, critically, replaceable<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That changes the definition of sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sovereignty becomes an architecture of resilience.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is precisely where telecom operators could regain strategic relevance. After being largely pushed down the value chain during the cloud revolution, European telcos may now have a second opportunity with AI, edge computing and sovereign infrastructure.
